It seems they are blocking whole domains, including two that I use heavily, mailandnews.com and myrealbox.com. All mail I send to *.ci.portland.or.us is returned with the cryptic error, "denied by policy". Even mail to the postmaster account is returned. I have solicited the help of a neighbor who is a policy analyst in the mayor's office, but so far to no avail. I've also submitted the city to rfc-ignorant.org, but that is mostly a symbolic effort.
